Delivering growth in every postcode will require more than private investment alone. The UK needs policy reform that enables networks to be built faster, encourages innovation and unlocks investment.
That's why Mobile UK is calling for action across three key policy levers.
1. Mobilise deployment: Accelerating the rollout of the infrastructure Britain needs
Mobile networks rely on thousands of pieces of physical infrastructure situation all around us whether that is on rooftops, a pavement or in a field, to power mobile connectivity. This infrastructure needs to be built, upgraded and maintained. Yet outdated planning processes continue to create delays and make the UK one of the slowest and most expensive places in which to deploy mobile infrastructure.
Faster deployment means better coverage, greater capacity and more reliable connectivity for the people and businesses that depend on it every day.
2. Mobilise innovation: creating the conditions for next-generation services
The UK's mobile networks support far more than phone calls and internet access. They have the potential to enable new technologies, transform industries and improve the way people access essential services.
However, outdated rules governing how we utilise and operate the internet need reform. These net neutrality rules limit the ability of operators to innovate, develop new products and create services that could deliver significant economic growth, better public services and many more societal benefits. Mobile UK is calling for a more up-to-date, flexible framework that supports innovation while maintaining consumers ability to access the internet.
This will unlock advanced capabilities such as network slicing, enhancing smart manufacturing, logistics and automated industries, while also enabling operators to support vulnerable customers by providing zero-rated access to essential services such as healthcare applications, public service platforms and digital support tools.
Innovation will help unlock new services, support economic growth and ensure mobile networks continue to meet the needs of a rapidly evolving digital society.
3. Mobilise investment: unlocking more capital for better connectivity
The UK's mobile operators invest billions of pounds every year to maintain and improve the nation's networks. Yet significant regulatory and financial costs continue to disincentivise investment reducing the capital available for infrastructure investment.
To Mobilise Investment, government needs to review restrictive costs such as high annual spectrum licence fees and other financial burdens that limit operators' ability to invest further in network deployment and upgrades. Costs that others don’t pay. Reforming these costs will help unlock additional private investment that could be used to improve connectivity.
Unlocking investment means stronger networks, greater resilience and better connectivity for communities across the UK.
