The Mobile Advantage: A Guide for Councillors Driving Digital Connectivity in Northern Ireland

Today marks the launch of an essential resource, the "A Guide to Digital Connectivity for Councillors in Northern Ireland" to equip councillors with the knowledge and understanding necessary to champion enhanced mobile connectivity across Northern Ireland.
Recognising that robust digital infrastructure, including mobile networks, is now fundamental to the prosperity of Northern Ireland's economy, the advancement of education and healthcare, and all manners of daily life, this guide empowers local councilors to move beyond simply acknowledging connectivity challenges to actively promoting digital connectivity solutions within your local communities.
Developed through a collaborative effort spearheaded by NILGA (Northern Ireland Local Government Associaiton), in partnership with the NI Barrier Busting Taskforce – comprising representatives from NI councils, NICS Departments, Ofcom, the Department for Science, Innovation and Technology (DSIT), and with significant contribution and support from Mobile UK – this guide offers a clear and accessible overview of the pivotal role of mobile infrastructure. It illuminates both the challenges and the immense opportunities inherent in expanding high-quality mobile networks.
Crucially, this resource underscores how improved mobile connectivity acts as a catalyst for economic prosperity, fostering innovation and generating vital job creation, particularly in rural and previously underserved areas. Without reliable mobile networks, segments of our population, including older residents, low-income households, and those living in remote locations, risk being excluded from essential opportunities.
Mobile UK welcomes the opportunity to have contributed to this vital guide and stands ready to support councillors in their mission to build a digitally connected and thriving Northern Ireland for all its citizens.
Economy Minister, Dr. Caoimhe Archibald said:
“Mobile connectivity across the north is critical to supporting economic development. I welcome the publication of this Guide to Digital Connectivity for local Councillors and put on record my thanks to the many stakeholders and Barrier Busting Taskforce members who have contributed to it. It is an important resource on the importance of digital infrastructure and connectivity as we work to deliver a globally competitive and sustainable economy, where everyone shares the benefits of prosperity.”
Welcoming the launch of the guide, NILGA President, Cllr Alison Bennington stated,
“Digital connectivity is no longer a 'nice to have', it’s a critical enabler of opportunity, equality, and economic resilience in every community. This guide equips councillors to lead from the front on digital connectivity - turning ambition into action. Whether it’s championing full-fibre broadband for rural communities or helping residents understand the potential of 5G, councillors are uniquely placed to drive local progress.
“With clear, accessible insight, the guide will help build confidence on a complex but critical issue - and offers practical tools to foster constructive dialogue with telecoms providers, ensuring communities are informed, engaged and prepared for the future."
Welcoming the launch of the guide, Director of Policy and Communications at Mobile UK, Gareth Elliott, said:
"Mobile UK welcomes the 'Guide to Digital Connectivity for NI Councillors' as an important tool for local leaders. We are pleased to have supported its development and look forward to assisting councillors in strengthening mobile connectivity across Northern Ireland."
